In dutch oven, preheat to medium high. Using either water or vegetable broth, saute the onions and celery for 5 minutes. Add minced garlic and cook for an addition 1 minute.
Add in the broth, bay leaves, bring to a simmer for 10 minutes.
Add in potatoes(of any kind) no potatoes, you could add rice, quinoa or pasta.
Add in the remaining ingredients and allow to simmer for additional 10 minutes.Add the frozen vegetables at the end. Turn off the heat.
Taste and adjust seasoning. Don't have chili lime, use whatever seasoning you have or in the mood for.
I like to serve with crisp tortillas on top and cilantro.
This recipe makes a large batch and perfect budget friendly recipe. Just use what you have in your fridge, freezer and pantry.
